The Conference entitled, "Shipping Response to the 3Cs, Crises, Challenges and Competitiveness", was addressed on its opening by the President of the Republic of Cyprus, Mr Nicos Anastasiades, the Secretary General of the International Maritime Organisation (IMO) Mr Kitack Lim and the European Commission's Commissioner for Transport, Ms Adina Vălean.

The Commissioner for Transport highlighted ‘there is no better place to find solutions for the future’ including for crew shortages, congestion and to re-think main transport corridors. A clear and stable legislative framework for the market, clean alternative fuels, acceleration in deployment of alternative fuels for shipping and striving for a Green planet, protecting the future, whilst remaining competitive were all stressed by the Commissioner for Transport.

The present crises and challenges the industry is facing are to be continued to be debated throughout the Conference. Aristotle Onassis was quoted, saying ‘We must free ourselves of the hope that the sea will ever rest. We must learn to sail in high winds’. This is certainly true for present times.

New and welcomed legislation has been enacted to create a new type of corporate entity called a ‘Shipping Limited Liability Company’ (“SLLC”), which will be established as a limited liability company with the sole purpose of owning and operating Cyprus ships. The law will regulate all issues relating to SLLC’s from their formation to liquidation.

As such a Registry of SLLC has been created under the direct supervision of the Cyprus Shipping Deputy Ministry. The Permanent Secretary of the Shipping Deputy Ministry will act as Registrar of S.L.L.C. as opposed to the Registrar of Companies, where all other types of Cyprus companies are incorporated.

Furthermore, of significance to the industry is the move to a “one-stop shipping shop” provided by the Cyprus Shipping Deputy Ministry offering efficient service and simplified procedures.
